Our Construction Division is seeking a Construction Engineer & Inspection Program Manager to join our team.
Responsibilities will include:
• Program Oversight: Overseeing and directing the administration of assigned program area within established guidelines, laws, policies, and procedures. Statewide procurement and contracting services oversight related to consultant construction engineering and inspection (CEI) for all to VDOT's districts and Construction Division. Developing and establishing policies and operating procedures, long range goals and objectives for VDOT's CEI procurement and contracting program. Advising and instructing CEI Staff on procurement issues. Providing leadership on development of complex contracts that may involve multiple divisions within VDOT. Consulting with the Office of the Attorney General and collaborating to provide advice.
• Develop Program Policies and Procedures: Ensuring proper procurement policies, procedures and controls are in place and measure effectiveness of policies and procedures in meeting business goals and customer needs for professional services. Identifying and implementing improvement strategies to increase efficiency and effectiveness in procurement operations as related to CEI services.
• SWAM/DBE and VDOT Compliance: Advising and instructing procurement managers on procurement issues; insuring that federal program DBE goals and state SWAM program goals are met; assisting in the implementation of programs to encourage DBE and SWAM participation; directing review and evaluation of DBE Good Faith Effort; working with Civil Rights to establish process for compliance reviews; reviewing audits from Assurance and Compliance Office (ACO), Auditor of Public Accounts (APA), and Virginia Department of General Services (DGS); preparing responses and ensuring all procurement related audit findings are corrected and systems and processes are intact to maintain compliance.
• Represent Agency with External/Industry Stakeholders as related to Agency Goals: Representing Construction Division/Agency as CEI services procurement and administration authority in standing and ad-hoc industry groups at the federal and statewide level offering direction, guidance, and collaborative engagement to represent and achieve VDOT interests and business plan goals. Maintaining strong partnerships with external consultant industry stakeholders, addressing issues to ensure effectiveness of statewide CEI services program and agency goals.
• Quality Assurance and Contractor Compliance: Overseeing procurement and administration compliance reviews and quality assurance and quality control functions ensuring the effective delivery of procurement and contract administration activities. Oversee processing of CEI services consultant contracts ensuring compliance with VDOT policies, federal and state regulations and guidelines. Providing expertise and training to VDOT staff regarding best practices for the use of assigned contracts. Oversee research and reporting on contract compliance, audit results and develops corrective action plans and reports for stakeholders.
• Performance Goals and Service Levels: Leading teams to meet established performance goals and provide excellent customer service. Developing, implementing, and monitoring performance results for CEI services procurements related to qualification-based selection process using state / federal requirements for competitive negotiations, sole source, etc. Supporting teams through timely review of and guidance on procurement documents. Identifying opportunities to implement innovative solutions to achieve agency business plan. Researching and evaluating national best practices related to CEI services, related federal and state requirements to identify agencywide improvements. Leverage technology to improve performance.
Minimum Qualifications
• Knowledge of Construction Engineering and Inspection (CEI) contract management policies and practices used on construction projects.
• Experience in the utilization and administration of Consultant CEI contracts.
• Knowledge of or experience with professional service procurements
• Ability to interpret laws, regulations, policies and procedures.
• Ability to develop policy and procedures for the procurements of CEI professional services contracts in accordance with federal code, state code, and policy.
• Ability to develop and apply innovative solutions to complex business problems.
• Ability to effectively communicate and advise managers and employees in the resolution of complex procurement, contract management and business issues.
• Skill in oral and written communications and ability to deliver presentations and conduct meetings.
• Skill in the use of computers and web-based application including Microsoft Office products.
• Experience with planning, organizing and coordinating the work of supervisory, professional and technical personnel, manage programs and projects, and lead a results driven team.
• Ability to conduct analyses, identify problems, influence decisions, identify innovative solutions, prioritize and implement recommendations.
Additional Considerations
• Experience in the design, construction, inspection, or maintenance of highway transportation projects.
• Prior experience managing or contract administration of consultant engineers and inspectors.
• Extensive experience in leading construction and engineering staff in resolution of construction issues.
• Possession or ability to obtain Virginia Contracting Officer Certification (VCO)
• Experience with operational and strategic planning within a large organization.
• Experience collaborating and developing partnerships with executive leaders, external stakeholders, industry partners, internal stakeholders and contract managers.
• Experience in establishing, maintaining and using automated procurement and contract administration information systems.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
